In my experience, it wasn't typical for the council to hold hearings on a labor dispute between a private employer and a labor union that was before the NLRBM resorted out there.

Obviously, the council has some role in oversight of franchises and franchise policy, but it was unusual in my experience and maybe the world has changed in more recent years but it was unusual in my experience that the council would hold a hearing about a private labor dispute between a private employer and a labor union that was being handled at the NLRP.
