Council Member Althea Stevens inquires about HRA's partnership with DYCD and how they are reimagining workforce development for young people in New York City.

Scott French from HRA explains their collaboration with DOE and other workforce development partners, highlighting the difference in HRA's youth pathways program for cash assistance recipients.

  • HRA works closely with DOE and other workforce development partners
  • HRA's youth pathways program is specifically for individuals on cash assistance
  • HRA ensures providers are aware of DYCD programs for potential participant engagement

Hi.
1:29:37
Good afternoon.
1:29:38
Hello.
1:29:38
Good morning.
1:29:38
Oh, still morning.
1:29:41
I just had a couple of questions.
1:29:42
As as you know, I'm the chair of Children's Youth Services, and and one of the things I'm always trying to think about is, like, how is the city reimagining work force for young people.
1:29:50
And I see that you guys do do work with CIC.
1:29:53
So could you talk a little bit about that partnership, what that looks like, and how do you think HRA can play a role in this reimagining workforce development for young people in the city?
Scott French
1:30:03
Sure.
1:30:03
So we look we're closely with DOE along with other, you know, workforce development partners in regards to, 1st and foremost, making sure that we, you know, we are very aware of the services and programs they offer.
1:30:16
There is a little difference in regards to HRA's youth pathways program is specifically for individuals on cash assistance, so it's part of a requirement that is there.
1:30:25
But we make sure that all of our providers are aware of DYCD programs that may be activities or engagement an individual would want to participate in.
1:30:35
And so But
Althea Stevens
1:30:35
even with you because I know you're saying, like, a lot of your programs are different because these folks were on cash assistance.
Scott French
1:30:40
Right.
Althea Stevens
1:30:40
But even with that, like, I think there's a real connection because a lot of the young people reserves, families are on cash system.
1:30:45
And so one of the things that I've been doing a lot of pushback on the BY CD side is, like, how are we surveying that and and really looking at this more holistically instead of, like, in pockets?
1:30:55
And so I think that that's where I'm trying to get more around, like, how are you guys holistically working together?
1:31:00
To see, like, alright.
1:31:01
Well, what families are are getting this work?
1:31:03
And also, like, how are we creating a pathway to workforce development?
1:31:07
So I'm just trying to think more holistically of, like, how you guys are working and interacting.
Scott French
1:31:11
So I would say what we are looking at right now and really focusing on as we sort of shift in the the next year to a new set of contracts is looking how we can more systematically create those connections with BYCD around the services that they have and create those avenues and leveraging the strengths that we all have to better serve families and young adults.
1:31:32
So I would say one of the things we are looking at and would love to talk more about, right, your thoughts as well, is, you know, how can we more sort of formalize some of those relationships?
1:31:42
We definitely have referral partnerships.
1:31:44
Right?
1:31:44
And we work closely on overall city initiatives, but would definitely be interested in making sure we I
Althea Stevens
1:31:50
would absolutely love to be part of those conversations.
