The district consists of two blocks of cohesive historic streetscapes with row houses built between the early 1870s and 1890s, representing the early development of the Bedford-Stuyvesant neighborhood in the late 19th century.

The Willoughby Heart Historic District, which was designated on June 25th, consisted two Blocks of cohesive historic streetscapes with Roe House's built in the between the early 18 seventies 18 nineties, representing the early development of the Bedford Stuyvesant Neighborhood in the late 19th century.
