Council Member Carmen De La Rosa urges support for a pre-considered land use item 142 and accompanying resolution 570, which involve an Article 11 process for the Rachel Bridge HDFC Buildings in her district.
This initiative aims to preserve 960 units of affordable housing for an additional 40 years, addressing the ongoing housing crisis in NYC.
- The Article 11 process will provide tax incentives for building rehabilitation while ensuring residents can remain in rent-stabilized units.
- 96 units (10% of total) will be set aside for formerly homeless tenants.
- The scope of work includes facade repair, window replacements, balcony railing repairs, and accommodations for aging tenants.

But in addition, it will set aside 96 units at 10% 10% of the units to be set aside for formally homeless tenants, and the tiers of AMI are, in my opinion, in line with the affordability needs of my district.

The scope of work that we will provide for this article 11 will include facade repair, window replacements, balcony railing repairs, and much more including an assessment of the aging tenant population in these units that will be able to have accommodations made for them.

If not with this article 11, it would be basically impossible to maintain this large development in my district, and I wanna thank the council staff for their hard work on this, HPD as well as the management company for coming to the table for our community.
