Council Member Jennifer Gutiérrez introduces three new bills and encourages her colleagues to sign on to them.
The bills focus on expanding NORCs (Naturally Occurring Retirement Communities), increasing transparency in AI use by city agencies, and improving communication for families with incarcerated loved ones.
- The Expanding NORCs Act aims to increase resources for seniors to age in place
- A bill to create a public list of AI tools approved for city agencies
- The Family Connect Act to establish an online system for booking visits with incarcerated individuals

I want to take a few seconds to just talk to my colleagues and encourage them to sign on to a couple of bills that I'm introing today.

First is the Expanding Norgs Act with over 1,500,000 New Yorkers age sixty five and older, it's critical that we ensure our seniors have the resources they need to age in place comfortably, independently, and with dignity.

Right now, there are only 37 recognized norks and natural occurring with diamond communities, and the process to establish them as far too slow, and next to impossible to identify and manage if there is no existing nonprofit infrastructure that can take this on.

This legislation will change that, and I'm thankful to have the support of chair Hudson and to have this bill heard this month.

Next, I'm introducing a bill that brings more transparency and accountability to AI use in city government, which we deserve.

This bill will create a centralized, publicly accessible list of AI tools approved for city agencies.

The goal is to enhance transparency, promote collaboration, and ensure we're using technology and our dollars responsibly.

Finally, we have the Family Connect Act, which I'm proud to co sponsor with chair nurse and council member Lewis.

This bill is about making it easier for families to stay connected with their loved ones who are incarcerated.

Many who are held without bail and have not been convicted of a crime.

Right now, this can feel impossible.

Families might take a day off of work, travel for hours, only to be told they can't visit their loved ones, or their visit wasn't approved.

This bill will create an online system for booking in person and virtual visits.
