Council Member Ariola questions city officials about the process of reporting animal abuse through 311 and 911. There is confusion and disagreement about how these reports are handled and routed.

  • Officials claim 311 can be used to report animal neglect or abuse not in progress
  • 911 is for reporting abuse in progress
  • Concerns raised about 311 complaints being closed out without action
Joann Ariola
1:28:04
Thank you, chair.
1:28:06
So I'd like to get back to the 311, where you said that we can report animal abuse.
1:28:11
That's incorrect.
1:28:13
It kicks you immediately to 911.
Alexandra Silver
1:28:15
I'm sorry.
1:28:16
Are you looking at it says I think it says if it's in progress.
1:28:19
Am I correct?
Joann Ariola
1:28:20
If it this is the only this is when I put in for 311, there's nothing on the landing page, and then I queried animal abuse, and it kicks to 911.
1:28:30
So what can we do?
1:28:32
What is the number for a hotline to call for any rescuer?
1:28:37
Any person that sees or or is being called about animal abuse?
1:28:43
At the time so that your offices can come out.
Corinne Schiff
1:28:46
So the question that I was the question that I heard about 311 was about complaints about patch jobs.
1:28:57
So that's what we just that's what my colleagues checked about 311 availability to report a a concern about a pet shop, including that the pet shop was offering an animal from a prohibited source.
1:29:09
As for animal abuse, we can check.
Alexandra Silver
1:29:12
Yeah, I just I'm I'm not sure if we're looking at the same page.
1:29:15
So when you go to 31 and you put in animal abuse, it says, call 911 to report animal abuse in progress.
1:29:22
And then it goes on to say, you can report neglect or abuse of any animal.
1:29:26
In the city, it continues, and it lets you file report the neglect or abuse of an animal.
1:29:30
And if you click on that and it's the same if you call if you call 311.
1:29:33
It gives you a form where you can then fill out the problem details.
1:29:36
So, for example, Here, it lists a variety change and car neglected, no shelter, other torture, and you can describe it, and you can submit.
1:29:45
So it's an online forum.
1:29:46
But if you call 311, what should happen is I believe it connects you to the precinct.
1:29:51
That is in the address.
1:29:53
But the idea is 911 is if someone is active Right.
Joann Ariola
1:29:55
But which is kicked to 911.
1:29:57
And you know what happens with 311?
1:30:00
And everyone here can attest to it, they close it out.
Alexandra Silver
1:30:03
And that's where I can
Lynn C. Schulman
1:30:04
follow-up with my office.
1:30:05
Closed out.
Alexandra Silver
1:30:06
Yeah.
1:30:06
And and that's that's where I can get followed up with.
Latonya “Sassee” Walker
1:30:08
Right.
1:30:08
Yeah.
Joann Ariola
1:30:09
So so what I wanna talk about is is because we talked about budget before, council member Brandon brought it up, and and you didn't have a clear answer.
