I wanna say that I was surprised by their lack of preparation and lack of candor, but I'm not surprised.

I don't believe that DOH should be have oversight over ACC because they do not care.

It is unfathomable to me that they would show up to a city council hearing and when asked if they want more money for Spay Nuder to basically say, nah, we're good.
