We will also be hearing introduction number 1018, sponsored by Council member Brandon and myself, which would implement the state's prohibition of the sale of cats and dogs and retail pet shops and require that any person who sells animals to the public in their ordinary course of business receive a permit to do so from the city's health department.

Today, we will be discussing the current state of animal rescue in New York City.

Animal welfare is a fundamental aspect of our communities' health and compassion And at this hearing, we will be examining how the city is meeting these responsibilities.

We will hear testimony from the mayor's office of Animal Welfare, the animal care centers of New York City, also known as ACC, the health department the many animal welfare and rescue organizations, individual rescuers and animal advocates in the city who have dedicated their life to this work.

I also want to thank the ASPCA for the incredible work they do to help us see these animals and pet owners And by the way, the ASPCA is outside city hall today showcasing some wonderful animals they have up for adoption.
