Bonnie Barron presented a comprehensive legislative proposal called Noah's Act, aimed at reforming animal care in New York City and potentially nationwide. The proposal includes several ambitious measures to address animal welfare issues.

  • Key components of Noah's Act include banning euthanasia and companion animal breeding for 10 years, funding universal pet care and vetted shelters at home, and creating employment opportunities for vetted adopters.
  • Barron emphasized the need for a comprehensive approach, stating that separate pieces wouldn't work effectively.
  • She submitted her proposal to the committee prior to the hearing and expressed hope that New York City could set a standard for this national effort.
