Thank you, chair, and good afternoon, everyone.

I'm council member Abreu, and today I'm here to discuss the 135th Street rezoning application.
0:23:22
The applicant proposes a resigning, text amendment, and accompanying special permits to facilitate the development of a seven story mixed use building in West Harlem.
0:23:33
This site is located on a narrow property between the Amtrak elevated railway tracks and 12th Avenue Riverside Drive.
0:23:41
The development site features a vacant commercial building that has a history of failed commercial tenants and open parking.
0:23:48
If activated with new development.
0:23:51
This site can serve as a gateway to the Special Manhattanville District and connect the R Eight Residence District to the east of Riverside Park.
0:23:59
The West Harlem waterfront Park, and the C6 commercial districts to the south.
0:24:05
This previously unsuccessful site deserves to be connected to their surrounding area and also experience much needed revitalization.
0:24:13
A mixed use building can promote Community engagement as well as provide housing units amid New York City's housing crisis.
0:24:22
Furthermore, a commercial and community facility space would keep the local community linked to the site as well as future residential tenants.
0:24:31
I look forward to discussing the details of this application more today.
0:24:35
I would like to thank Manhattan Community Board 9, the Borrow President, the City Planning Commission, and my colleagues on the zoning committee and in the council for their review of this proposal.
0:24:45
I look forward to hearing from the development team and from the public at today's meeting.
