Council Member Gennaro addresses the issue of civilian enforcement of the noise code, discussing previous hearings and problems identified with the current system.
- A hearing in October of the previous year revealed issues with DEP's management of civilian noise complaints
- Most complaints were submitted by a small number of complainants who were earning large sums of money
- Complaints often focused on just one provision of the noise code related to commercial businesses' use of sound production devices
- Some businesses received multiple violations at once, totaling tens of thousands in penalties without the opportunity to address initial violations
- Local Law 16 was enacted in January to address these issues
