Patrick Hyland, Executive Director of the Metropolitan Trucking Association, testified on the challenges faced by trucking companies in New York City and their concerns regarding idling regulations. He emphasized the need for adjustments to the current idling rules to accommodate the operational requirements of heavy construction vehicles.

- Requested a certified clean idle exemption program similar to California's, allowing for about 10 minutes of idling

My name is Patrick Highland, and I am the executive director of the Metropolitan Trucking Association.

Our association represents employers who exclusively hire teams through local 282 drivers to operate their trucks performing heavy construction delivery and hauling of aggregate supply materials throughout the five boroughs.

To be even more specific, we own the dump truck, dump trailers flatbeds.

Approximately half of these companies are certified in WWE Businesses and the largest fleets we represent are in fact certified MWDs.

Our membership comprises the subcontractor trucking companies working on public works projects throughout the city.

As you see, these projects can vary both in size and complexity.

Getting materials delivered and excavated materials hold out of New York City is more difficult than other locations we represent due to traffic, density, the vertical nature of this metropolis, etcetera.

These are the type of conditions that occasionally require the need for the trucks to be held in line outside the construction site before entering into party.

Legislators that preceded you in the capsule thought would be appropriate for teams to 2 82 drivers to operate these vehicles to constantly turn them on and off outside these sites.

I can assure you not that is not the way these $250,000 vehicles are meant to be operated.

On the contrary, these vehicles need to warm up for a few minutes per time when restarted before being put into gear.

These these trucks are also big certified, which means they are certified clean idle vehicles.

A few things we'd like to see in it.

A certified clean idle exemption program similar to the state of California, which is about a 10 minute program.

We believe the time should be extended, similar to more of a 5 minute time at minimum, like other municipalities.

Also, we'd like to see a potential loading or delivering exemption like other municipalities have when these trucks are working outside of construction side.
