This chapter focuses on the distribution and process of ERAP (Emergency Rental Assistance Program) and HOME-ARP (Home Investment Partnerships American Rescue Plan) funding for NYCHA. Annika Lescott-Martinez explains the current status of these funds and the application process.
- $35 million in COVID Rental arrears program funding expected from the state
- $150 million in HOME-ARP funding expected through the city (federal funds)
- ERAP application process involves tenant submission, state eligibility confirmation, and NYCHA verification of arrears
- Applications were processed on a first-come, first-served basis until funds were exhausted

What ERAP or home ARP funds are still left to be distributed?
Annika Lescott-Martinez
0:13:56
Both of those, the 35,000,000 and the 150,000,000.
0:14:01
We are working to implement both of those programs currently.
Chris Banks
0:14:04
Okay.
0:14:05
And then what what amount of the arrears will remain after all the current funds are distributed?
Annika Lescott-Martinez
0:14:11
300,000,000.
0:14:12
300,000,000.
Chris Banks
0:14:14
What was the process for warning the the e ramp and the home wrap, home ARP funding?
Annika Lescott-Martinez
0:14:23
Sure.
0:14:23
That's a great question.
0:14:24
So I can speak to ewrap because it's a current program in progress.
0:14:29
So tenants or applicants submitted their application to the state.
0:14:34
This state confirmed their eligibility.
0:14:36
NYCHA as a landlord confirmed the amount of arrears the household owed us for the eligible time period.
0:14:43
Those applications were then approved by the state based on their eligibility criteria.
0:14:48
The funds were given to NYCHA to apply to the tenant accounts.
Chris Banks

Just let me we will also join by council member, voucher.
0:14:58
Was there any prioritization based off of the size of the areas and the timing when ERAP applications were submitted or any other any any reason?
Annika Lescott-Martinez
0:15:10
Sure.
0:15:10
So the eligibility criteria came from the state.
Chris Banks
0:15:13
Mhmm.
Annika Lescott-Martinez
0:15:14
We were not in charge of that.
0:15:15
So we could only apply what was approved.
0:15:18
So if a tenant put in their application during the eligibility period, and from our understanding, the state started by going through you know, from a first come, first served basis until the exhausted the fund.
