Council Member Sanchez inquires about the trends in financial hardship claims and interim recertifications. Eva Trimble, NYCHA's Chief Operating Officer, provides data on the number of interim recertifications processed over the past few years, showing a decreasing trend since the peak of the COVID-19 pandemic.
- Spike in rental hardships during COVID-19 era, with over 32,000 interim recertifications in 2020
- Gradual decrease in interim recertifications: 23,000+ in 2021, 17,000+ in 2022, 13,000 in 2023
- 11,000+ interim recertifications processed year-to-date in 2024
- NYCHA hopes the decrease indicates stabilizing resident incomes
- Pre-pandemic numbers not immediately available, but NYCHA offers to provide them later

And are you seeing are are more residents submitting financial hardship forms?
0:35:11
Is is there a correlation there?
0:35:13
Because I know that you can freeze rents when if incomes go to 0.
0:35:17
And how how does the rate of financial hardship claims compared to the rate of collections.

Thank you.
0:35:24
So we did have a spike in rental hardships as you can imagine during the COVID era back in 20 back in 2020, we processed over 32,000 interim recertifications.
0:35:37
In 21, we had 23 over 23,022, over 17,000, 20, 23, 13,000, and this year to date, we've done just over 11,000.
0:35:49
So the numbers have decreased over time.
0:35:51
I'm hoping that means that residence incomes have stabilized.
0:35:54
But again, if there are any residents out there that have a change in income, the sooner, the better, we can recalculate their rent.
