Council Member Chris Banks inquires about the interaction between PACT developments and the Office of Impartial Hearings, as well as oversight of various processes in PACT developments. NYCHA officials explain the differences and oversight measures.
- PACT developments generally do not interact with the Office of Impartial Hearings, except for some Section 8 grievances.
- PACT developments do not have an equivalent entity to the Office of Impartial Hearings but follow similar processes for lease obligations and breaches.
- NYCHA collects monthly information from PACT partners on:
- Pre-eviction outreach
- Status of legal proceedings (nonpayment cases and holdovers)
- NYCHA tracks to ensure partners are conducting outreach at every step and that evictions remain a last resort.

that.
1:00:04
Okay.
1:00:08
How do pack developments interact with the officers when it comes to oh, sorry.
1:00:14
I'm reading my wrong question.
1:00:18
The Now how do pack developments interact with the office of impartial hearings?
Hannah Roth
1:00:29
As a general matter, they don't usually, the office of impartial hearings does hear section 8 grievances, so what certain matters related to subsidy.
1:00:39
But for on the packed side, one difference in the process of eviction is for Nitra on the section 9 side if a resident has an alleged violation of their lease other than nonpayment of rent.
1:00:54
They go through an administrative termination before the office of them partial hearings.
1:00:58
But the pack side, there is not the same OAH interaction.
Chris Banks
1:01:04
If there is no connection, do pack developments have an equivalent entity for pack tenants?
Hannah Roth
1:01:12
There's not an equivalent entity, but they have similar process and the same underlying lease obligations and lease breaches that could lead to terminations.
Chris Banks
1:01:27
What oversight, if any, is being conducted around Red Riz, income recertification and evictions for the pack developments?
Gillian Connell
1:01:36
Yeah.
1:01:36
Yeah.
1:01:36
So as I was mentioning earlier, we do collect information on a monthly basis from our packed partners about the pre eviction outreach that they're doing every month end about the status of various legal proceedings that they have, whether that's nonpayment cases or whether that's holdovers.
1:01:52
And we're tracking to ensure that they're doing outreach every step of the way, and that evictions remain the last is alright?
