Council Member Yusef Salaam inquires about the frequency and implications of designating individuals as emotionally disturbed persons (EDPs). Deputy Chief Ebony Washington provides context and statistics on EDP calls and police responses.
- Both NYPD and FDNY categorize mental health calls as EDP, but with different total numbers
- In 2023, NYPD responded to EDP radio runs less than 2% of the time out of over 9 million calls
- NYPD responded to 174,893 calls for service of an emotionally disturbed person in 2023
- In 2024 so far, out of 6.5 million calls, NYPD has responded to 118,387 EDP calls

Of course, leading to police civilian encounters, how often are people designated, emotionally disturbed, and what implication does that carry?

So I think that's probably a question for NYPD.
1:53:13
It's important to note that both NYPD and FDNY categorize mental health calls as EDP, but the numbers are different for each system.
1:53:28
So NYPD has, you know, a a total number of EDP calls that they categorize.
1:53:36
And FDNY has a total number that's different.
1:53:41
And that's partially due to kind of the differences and how they triage and how calls come in.
Ebony Washington

Okay.
1:53:48
So just to give a little context, I have figures from 2023.
1:53:56
Over 9,000,000 calls came into the system in 2023.
1:54:01
Of those calls, police officers responded to radio runs of EDPs.
1:54:09
Less than 2% of the time.
1:54:11
Okay?
1:54:12
So it's actually 1.8%.
1:54:17
Our officers last year responded to a 174,893 calls for service of an emotionally disturbed person.
1:54:28
This year so far, we've taken 6,500,000 calls.
1:54:35
And we've responded to a 118,387 calls.
