Council Member Althea V. Stevens inquires about DYCD's data tracking practices for homeless and runaway youth transitioning from foster care, particularly those who identify as LGBTQ+. DYCD representatives provide information on their intake process and statistics.

  • DYCD collects information on child welfare involvement and sexual orientation/gender identity during intake
  • There is a process for reconnecting youth who have run away from foster care back to their foster care agency or the older age unit
  • Approximately 35% of homeless young adults between 21-24 served by DYCD identify as LGBTQ+
Althea V. Stevens

Okay.
1:08:15
Does the USCD track data relating to a number of homeless runaway youth that are aging out of far secure and transitioning into CYCD.
1:08:22
And if and if yes.
1:08:24
Is the information aggregating how many of those junk people identify as LGBTQUs?
UNKNOWN
1:08:30
As commissioner Danhauser just said, we do not have youth that discharge from ACS to DYCD.
Althea V. Stevens
1:08:40
That's Yeah.
1:08:40
Obviously, it's kind of our question because it's they don't necessarily discharge, but we know that they sometimes bounce back and forth between the systems.
1:08:48
Mhmm.
1:08:49
And so do you guys track that information?
1:08:51
And are you tracking to see, like, any who might be eligible to use?
1:08:55
Or
UNKNOWN
1:08:56
So upon intake, we do have the question of their child welfare involvement is a required question on all intakes as well as questions about their sexual orientation and gender identity.
1:09:10
So this is information that we have available to us that we're able to track.
Althea V. Stevens
1:09:13
And so if a young person does show up at, let's say, at 1 of the RHI facilities, and they are saying they come from ECS and not being discharged, but they are, like, running away or whatever.
1:09:24
What does that look like?
1:09:25
What does that process look like?
UNKNOWN
1:09:28
I think that there's if they ran away because it is situational, we would try to connect them back to their forced to care agency.
1:09:36
The forced to care agency still has planning responsibility for them.
1:09:39
To see if they can get back into a foster care bed if they're runaway and they're still in foster care.
1:09:47
But if it's a situation where that person has let's say, aged out of foster care system went into their own apartment, something went wrong with that, then we would reach out to the older age unit to get them reconnected to the foster care resources that are still available to them if they are still available.
Althea V. Stevens
1:10:07
Okay.
1:10:09
In 2023, how many of the homeless young adults between 21 24 servants do ICD identify as LGBTQUs?
1:10:16
Do you have that information?
UNKNOWN
1:10:19
Roughly 35%.
1:10:21
35%.
Althea V. Stevens
1:10:25
I believe Casimo Williams have a question.
