Kenneth Lo from MOIA explains the process of assessing the top 10 languages for language access services in New York City. The assessment is done annually using data from various sources.

  • MOIA uses a rubric based on information from the census and Department of Education (DOE)
  • They use a 5-year running average of Limited English Proficiency (LEP) languages from census data
  • DOE data on preferred home languages is also considered
  • Recent demographic changes are pushing up certain languages in the rankings
  • MOIA wants to collaborate with the City Council to address the timing and structure of language designation
  • There's a desire to ensure consistency with state-level language designations

2:33:29
Thank you.
2:33:36

This is I mean, question in particular in conjunction with the other possible adjustments to local R30.
2:33:57
On an annual basis, we do take a look at the languages.
2:34:03
We use based on the local authority rubric information from census and information from DOE.
2:34:11
Of 5 year running average, LEP languages, on the census side and then 5 year learning average of current preferred languages in the home language information survey from DOE.
2:34:30
For many years, it was very consistent, and I had looked at the recently demographic change is showing pushing up certain languages.
2:34:42
So I think the the core message here is that we wanna collaborate with counsel to address both the timing and the structure of the designation of languages.
2:35:01
As mentioned, there's been also a lot of movement on the state front.
2:35:05
So they've designated 12 languages by straight census data.
2:35:09
We would like to think it's a value to ensure that there's some consistency and how these are determined.
2:35:15
No one knows what's a state document versus a city document sometimes.
2:35:22
So I wanna revisit both the rubric, and also be more specific around the frequency of revisiting and designating languages.
