Dan Steinberg from the Mayor's Office of Operations explains the continuous improvement approach to language access implementation. The discussion also touches on balancing citywide standards with agency-specific flexibility.

  • The entire formal infrastructure is predicated on continuous improvement
  • There's a distinction between agencies following the law and promoting best practices
  • The city needs to be creative and proactive in achieving language access goals
  • There's a need for high citywide standards while allowing agencies discretion based on their expertise and specific populations served
Dan Steinberg

Got it.
1:13:37
I I I fully understand.
1:13:39
I just think this entire
Alexa Avilés
1:13:40
So we don't have an answer.
1:13:42
You know,
Kenneth Lo
1:13:42
she has
Alexa Avilés
1:13:42
Sounds like it's the the answer.
1:13:44
Which Oh, no.
Dan Steinberg
1:13:45
I think our entire formal infrastructure is predicated on continuous improvement, and that's exactly what happens.
1:13:51
I think if we're talking about agencies following the law or not, it's a very different question.
1:13:57
And then the subject that Citi is hearing because these aren't laws that are being broken.
1:14:01
These are best practices that are being promoted.
1:14:04
And and I totally agree that Citi needs to be creative and proactive in order to to achieve any of those goals.
1:14:11
But but I just think we have to be distinguish between a formal legal compliance issue in the city's ability to take full advantage of these tools that that have been given to us through all of these local laws.
Alexa Avilés
1:14:24
So we need a a much stricter laws, what you're saying.
1:14:28
So that Oh, no.
Dan Steinberg
1:14:29
Actually, I I think it's very nuanced.
1:14:31
I I think that we need city wide laws to raise the the floor and create a very high standard, but the system needs to be decentralized enough where agencies who have expertise in terms of which populations who speak which languages access which services where they have some discretion and and ability to to be nimble and and targeted.
1:14:53
And so creating a a a sort of regime where you have high standards that are enforced, but are nimble enough to let agencies exercise their their expertise and and discretion is is very important.
Alexa Avilés
1:15:07
But I I agree with the high standard.
1:15:09
I think that the the problem is we're stuck at the floor.
1:15:12
Mhmm.
1:15:13
And the high standard is not clear because there is such a diversity of capacity and challenges, and there's no enforcement apparatus and no one who is responsible, although we're trying to move things forward in a positive direction.
1:15:28
So I think I don't belabor the point enough I'm I'm sorry, miss Deloitte.
1:15:34
