Council Member Alexa Avilés questions where enforcement of the language access law should exist and what it should look like. MOIA and Mayor's Office of Operations representatives discuss their roles and limitations in enforcement.

  • MOIA is not an enforcement agency but provides guidance and assistance
  • The Mayor's Office of Operations collaborates with MOIA on metrics and compliance measuring
  • There's a need for more direct measurements to hold agencies accountable
  • The discussion highlights the lack of clear enforcement authority for language access law

Yeah.
1:07:52
Thank you for that.
1:07:54
I guess in curiosity, where do you think enforcement of this law should should exist?
1:08:08
And what should that look like?
Kenneth Lo
1:08:17
It's a it's a good question.
1:08:22
Focus has a from the mayor's office, you know, liaison supporting, providing guidance and assistance and a pathway forward.
1:08:35
We are not an enforcement agency.
1:08:42
There are certain just compliance checks that we do to make sure that those pieces are in terms of the the reporting are done.
1:09:02
The ongoing collaboration with operations and around metrics is linking towards that a better situation where we can do more or direct compliance measuring, and I think it's more of of having more direct sort of measurements to hold agencies accountable to, which we don't currently have.

So skillfully navigated, not answering the question.
1:09:41
Where do you think enforcement should exist?
1:09:43
Should it exist in the mayor's office of operations, or should it exist in Moria?
1:09:53
Should enforcement exist on language access?
1:09:56
We have a law.
1:09:57
We are trying to get everyone to meet the law very gently with some investment in growing, you know, data, growing infrastructure.
1:10:06
But where should the enforcement?
1:10:09
To ensure that our city meets this law, meets the needs of immigrant communities exist.
1:10:16
Do you have a sense of that?
1:10:19
Should it be the mayor's office of operations?
1:10:22
Should it be Moya?
1:10:26
It's not a trick question or maybe it is.
Dan Steinberg
