Council Member Avilés questions MOIA's approach to assessing compliance with Local Law 30, noting the use of terms like 'to a degree' and 'generally compliant'. Kenneth Lo explains MOIA's role in supporting agencies' language access efforts and their baseline approach to compliance assessment.
- MOIA is not an enforcement agency but works to move language access forward
- Local Law 30 is used as a baseline structure for compliance
- MOIA provides assistance to agencies and conducts annual surveys

There's there are words that jump out at me.
0:38:09
You just said to a degree, we see in reports that say generally compliant.
0:38:19
We also see depending on is there any clear threshold here that Moya uses to understand compliance?
0:38:35
Is it just the 3 elements or the the basic elements a lang a designated language access coordinator and a plan, but it doesn't they're or is there anything beyond that that determines compliance or more specific threshold marker?

In our work with the city agencies, we do basically and to use, you know, pretty frankly.
0:39:03

So in terms of I the loss the loss stipulates, I'm gonna call it a checklist, not to not to devalue any of those elements at all just for our sake of I'm not that creative in my language.
0:40:29
So so in beyond the checklist, you mentioned other components.
0:40:33
I think what we are trying to understand with some clarity is how Moya is is making their assessments around this compliance.
0:40:44
So beyond the checklist, what other elements is Moya identifying or that it uses in making assessments?
0:40:56
And then if you could note also how often are you assessing?
