to disapprove LU 155 related to the application by Cozy Connor for a sidewalk cafe in councilmember Holden's district in Mass PIF Queens.
0:25:15
This subcommittee held the public hearing on September 17 2024 during which council member beholden raised a number of concerns about the application.
0:25:25
Council member beholden has provided the following statement explaining why this this approval is warranted which he has asked that I read into the record.

Thank you, Chair Riley, and members of the sub committee for the opportunity to address your address you regarding the application number d 245008 2809 SWQ cozy corner bar, seeking a revocable consent to operate a sidewalk cafe at 60 dash 01 70th Avenue in Richwood, within community district 5.
0:26:01
I oppose this application because the combination of the sidewalk cafe and the outdoor dining is excessive.
0:26:10
This sidewalk is a critical public pathway located in a heavily congested area, and private entities should not monopolize public space for profit, especially in such a heavily trafficked area.
0:26:26
During the September 17th sub committee hearing, the owner made light of the concerns are raised about fire trucks having trouble passing by, sanitation trucks being unable to complete their work and the narrow streets making it difficult for vehicles to bypass.
0:26:43
The lack of genuine concern coupled with the owner's unwillingness to address the safety and accessibility issues by removing the outdoor diners setup only compounded my opposition, had the owners sincerely considered the community's safety and willingness to eliminate the railway dining exacerbates the problem.
0:27:05
Excuse me.
0:27:06
The railway dining that exacerbates the problem.
0:27:09
I may have considered a different approach to this vote.
0:27:13
Additionally, we have received complaints from residents, and the owner failed to provide evidence of community support for both the railway dining and sidewalk cafe.
0:27:24
Ridgewood is a heavily congested community with many pedestrians utilizing sidewalks and cars being parked.
0:27:32
This establishment has shown this shown disregard for both pedestrian and vehicular needs.
0:27:39
Given these issues, I urge my colleagues to vote no on the sidewalk cafe application.
0:27:45
The establishment has not demonstrated a genuine commitment to working with the community and approving this application will set a concern in precedence.
0:27:54
Thank you for considering my position on this matter.
0:27:57
Moving to the 3rd vote on today's schedule, which is to approve LU's 154, relating to the application by sales, casinos, for a sidewalk cafe that we held a hearing for today.
0:28:11
Seth's casino seeks to continue operating outside CNN, and Cheers Alemanka supports this proposal.
0:28:18
The 4th vote is to approve lu137, relating to 150 Mill Street, Arizona proposal for a manufacturing and office development and council member of Vale's District.
0:28:31
The proposed development site today consists primarily of one story buildings along the edge of the Guadalajara's industrial business district.
0:28:40
Advocate is proposing a multistory building with industrial uses of the use on the first two floors and office space above.
0:28:50
The proposal consists of one action, a rezoning from a manufacturing m 1 dash 1 district to a m 1 dash 5 district.
0:28:59
Although m 1 dash 5 is also a manufacturing district, its building form allows for more office space.
0:29:06
Council member of Villas would like to explain oh, sorry.
0:29:09
Council member of Villas, I would like to give you good floor to explain your position.
