The New York City Council voted last year to pass the 0 waste act by my amazing colleague here, Sandy Nurse, which set the city's goal of diverting a 100 percent of recyclable waste from landfills or incinerators and established what will be one of the nation's largest residential curbside organic waste recycling programs.
