Carmen, a member of the New York Taxi Workers Alliance and an Uber driver for over 11 years, testified in support of Intro 276, which would provide job security and protection for drivers against unfair deactivations and lockouts. She emphasized the need for an equitable process, progressive discipline, and fair investigations into driver issues.

  • Carmen highlighted the importance of the 14-day notice requirement for driver terminations in Intro 276.
  • She criticized the deal between Uber, Lyft, and the mayor, stating it allows companies to cheat pay rules.
  • Carmen called for solutions that not only end lockouts but also raise driver pay to compensate for lost trips.

Good afternoon.
2:46:02
My name is Carmen, and I'm a member of the New York Taxi Workers Alliance.
2:46:19
I've been working as an Uber driver for over 11 years, and it's very important to me to have security in my work and not constantly live in fear that I could be fired at any time.
2:46:40
The law 276 would give us this job security give us protection.
2:46:45
It would also mandate that the companies give us 14 days notice if they are to fire us.
2:46:57
We need this equitable process where drivers can be hurt.
2:47:10
Additionally, 276 can help drivers against the economic losses that we're facing due to the lockouts.
2:47:31
This law would mandate progressive discipline and would, you know, force them to have a real investigation into what actually happens, and it also would apply to lockouts.
2:47:52
I also think it's important to say in the deal between Uber and Lyft and the mayor.
2:47:58
This deal allows Uber to cheat the pay rules.

Could since she was translating, can we can she finish her testimony at extra time?
Milan Gasawa
2:48:11
Sure.
2:48:11
If
Selvena N. Brooks-Powers
2:48:11
we could just put another, like, 40 seconds back up for me.
2:48:15
I just you're wrapping up now.
2:48:16
Yes.
2:48:17
Okay.
Carmen (via translator)
2:48:30
We need a solution that not only ends lockouts, but that raises driver pay to make up for loss of trips.
2:48:37
Cheating the payrolls is why Uber started the lockouts in the first place.
Marlene Cruz
2:48:41
Gracias.
