Council Member Pierina Ana Sanchez raises concerns about duplicate violations and inaccuracies in HPD's data for properties in the Third Party Transfer (TPT) program. Deputy Commissioner AnnMarie Santiago explains the process for addressing these issues and conducting reinspections.
- Advocates, including the HDFC coalition, have expressed concerns about duplicate violations and outdated data in HPD records
- Property owners can request reinspections at any point during the TPT process to have violations removed or updated
- HPD will conduct reinspections upon request and attempt to minimize duplicate violations
- The process for updating violations and conducting reinspections is primarily owner-initiated rather than proactively managed by HPD

Okay.
1:16:58
Because one of the concerns that I've heard from advocates, including the HDFC coalition, is that Properties will have violations duplicated or items that were closed out aren't reflected in HPD's data and that sort of thing.

So is there any sort of quality control that that happens on that side to verify the condition of of buildings?
AnnMarie Santiago
1:17:17
And, again, you're asking about before the buildings are selected or once they are selected?
Pierina Ana Sanchez
1:17:22
Once they are selected in the foreclosure judgment filing.
AnnMarie Santiago
1:17:25
At any point during the process, like any owner, someone can come in and request a reinspection of conditions from a HPD from code enforcement.
1:17:34
And certainly, we will go out and respond to that and remove violations.
1:17:38
If that exists either the conditions are corrected, we try to keep duplicates down once we do those types of reinspections.
Pierina Ana Sanchez
1:17:46
Okay.
1:17:46
Got it.
1:17:47
So it has to be owner owner initiated.
1:17:50
It's not the only thing going in.
1:17:51
Okay.
1:17:54
Got it.
1:17:56
Okay.
1:17:57
So department of finance and department of environmental protect protection periodically share a list of delinquent taxes, noting how properties can qualify as distressed in the existing round or the existing version of the 3rd party transfer program.
