Council Member Pierina Ana Sanchez engages in a Q&A session with Theo Chin about his stance on the proposed legislation. Chin expresses his support for legislation that would give tenants real ownership and decision-making power, rather than control by nonprofits.
- Chin emphasizes the importance of tenants being the true beneficiaries and decision-makers in any transfer program
- He shares personal experiences with issues in nonprofit-controlled buildings
- Chin advocates for a system where tenants have the power to make decisions, with sponsors only able to intervene through court if necessary

Thank you, counsel, Member Brewer.
3:08:23
For Mister Chino, would you be so she you would be supportive of a version of this legislation that only included tenant tenant ownership?
Theo Chin
3:08:33
The thing is I'm I'm for legislation that get the past of the bill to the tenant of an entity that will be controlled by the tenant and not by nonprofit you have who then says, we're the owner.
3:08:50
And in fact, you're not the owner.
3:08:51
And that's what happened at many 10 and association board that they discovered 7, 8, 9 months when start they started questioning why are we spending on Ethernet cable in the building?
3:09:03
And they say, oh, we're the owner.
3:09:04
We came up with that and tough luck.
3:09:07
There is nothing you can say to know.
3:09:09
And in my case, because I'm very inquisitive, they actually changed the bylaws of the board to make sure that there would be an element that would create that would make that would create dissension inside the Tennant Association.
3:09:25
So they would say they would come back to you like today.
3:09:28
Oh, we couldn't work with this building because the board is not together.
3:09:32
And we heard that many time over and over.
3:09:35
And I would be for any bill that give the power to the tenant who wants to go into a third party, but where the nonprofit, the 4 profit of whoever entities around, the CTO, the tenant are the real decision maker that can say, yes or no.
3:09:51
And if there is a problem later on, the sponsor can refer to the court to say, we need this to happen, and the tenant are not understanding that.
3:09:59
But instead of the other way around.
