Deputy Commissioner Kim Darga explains the current notification practices for the TPT program and addresses specific challenges related to HDFC cooperatives.
- Current practices include notices required by statute and additional outreach efforts
- HPD uses multiple sources of information to contact property owners
- The outreach has been largely successful, with more than 80% of properties responding
- HDFC cooperatives present unique challenges in ensuring all shareholders are informed
- Darga suggests discussing strategic ways to add outreach for HDFC cooperatives to ensure shareholders are informed even if the board fails to do so

So just yes.
0:43:29
We have supplemented the notices.
0:43:32
So there is the notices foreclosure is one that is required in statute.
0:43:36
There's an additional notice currently that is in the rules of the program.
0:43:41
And that notice is that we fly over the buildings, and that includes where we can get access in the building that we slip flyers under apartment doors.
0:43:52
In a minimum we post in common areas or on the front door.
0:43:57
So those are really the 2 that are in regulations today.
0:44:01
We have substantially added to that.
0:44:07
We certainly use information we have on the, you know, property, multiple dwelling registrations.
0:44:15
We use the information that DP and DoF have in terms of contact information for regular bills.
0:44:24
So we use all the information we have to try to get a hold of the property owner.
0:44:32
And I would say that, overall, that is been successful.
0:44:37
If more than 80% of the properties are owners are acting, that means that the outreach they are seeing and hearing the outreach.
0:44:47
I think the concern that you've raised around HDFC coops is a unique issue.
0:44:54
And I think that's where we should talk about what potentially would be most effective.
0:45:03
And think about how we can strategically add outreach in order to make sure that if the board is not actually informing shareholders that the shareholders have another means of finding out.
