AnnMarie Santiago from HPD provides detailed information about the agency's property registration requirements and compliance rates. She explains which properties are required to register and the challenges HPD faces in ensuring compliance.
- Approximately 170,000 residential properties are required to register with HPD.
- Larger properties are more likely to register, while smaller properties often struggle with compliance.
- Over 100,000 properties register every year, with HPD relying on older registrations for those that don't update annually.
- Properties with 3 or more residential units and rental 1 and 2 family properties where the owner doesn't live on-site are required to register.
- HPD mails registration forms to owners based on the last known information, and to the property itself if no owner information is available.

Thank you for that question, council members.
1:51:14
So as you know, property owners are required to register with each we have about 170,000 residential properties that are required to register.
1:51:22
For the most part, the larger the property, the more likely they are to register, the most trouble we have with getting registrations from folks are for smaller properties.
1:51:33
You can give us an email address on your property registration.
1:51:37
It is not currently required.
1:51:40
You can provide us with multiple telephone numbers for the owner, the agent of the property, and, of course, you need to provide addresses for us to be able to serve violations.
1:51:55
We're currently in the property registration season now.
1:51:59
We do make every effort to encourage people to register.
1:52:02
We send out registration forms if you have not filled it out online, but we do need you to return a hard copy because we need your signature on it.
1:52:12
And we are looking for ways always to improve this process.
1:52:16
So any suggestions where we're happy to take those back?
Pierina Ana Sanchez
1:52:20
Added so added the 170,000 required to register, how many do?
AnnMarie Santiago
1:52:26
Again, the majority of the bigger buildings register, the ones that that struggle.
1:52:31
The most are small properties.
1:52:33
We're just coming to the end of the cycle.
1:52:35
So as we finish that, I can certainly get the current newest numbers to you.
1:52:41
Generally, I would say over a 100,000 properties register every year.
1:52:46
Most of the properties, I think, don't change a lot of information from year to year.
1:52:52
So we do rely on older registrations as well.
1:52:56
If you don't register this year, we're still using the last current registration that you filed with us.
Pierina Ana Sanchez
1:53:02
And who is required to register?
AnnMarie Santiago
1:53:04
All properties with 3 or more residential units, and then one and 2 family properties if neither the owner nor a close related family member lives at the property.
1:53:14
So rental, you know, 1 and 2 families.
Pierina Ana Sanchez
1:53:18
And does HPD mail to each property?
AnnMarie Santiago
1:53:22
We mailed to each property based on the last information we have for the registration.
Pierina Ana Sanchez
1:53:27
Do you do you mail to the property itself or only to the owner on file?
AnnMarie Santiago
1:53:31
You mailed to the owner on file.
Pierina Ana Sanchez
1:53:33
Have you considered mailing to the property?
AnnMarie Santiago
1:53:35
If we have no information for who the owner is, we mail it to the property.
1:53:40
Unfortunately, you know, that's a hit or miss because if the owner, again, if it's a rental property, the owner may not be at the property or receive mail at the property.
1:53:49
So Got it.
Pierina Ana Sanchez
1:53:50
So this 1 and 2 family homes are not included in HPD's data.
AnnMarie Santiago
1:53:54
Only if they are rental properties and the owner doesn't live at the property.
1:54:01
They are required to register.
