Kim Darga from HPD explains the agency's expanded efforts to engage and assist property owners before they become eligible for lien sales or 3rd party transfers. She highlights recent improvements and ongoing initiatives to support both small and multifamily property owners.
- HPD has dramatically expanded outreach and resources for class 1 property owners in recent years.
- The Department of Finance has provided more flexibility in terms of payment options.
- For multifamily properties, HPD offers a range of tools, including tax exemptions and loans.
- The agency is working on improving technical assistance for multifamily property owners, recognizing the need for a more accessible point of contact for struggling owners.

Yeah.
1:46:24
I mean, I think the this is something that we've taken really to heart the last few years.
1:46:31
We have dramatically expanded outreach and the commitment of resources to do outreach.
1:46:40
To class 1 property owners and provided more flexibility in terms of payment over the last couple of years, especially in Department of Finance.
1:46:49
There have been some some changes.
1:46:51
There's PTA ed, So we absolutely are, you know, always looking for ways to improve what we do.
1:47:04
On the like I said, on the multifamily side, we have a huge toolbox at HPD, including the ability to provide property residential property tax exemptions, which would be enhanced if we had j51.
1:47:21
I really hope City Council will authorize that program soon.
1:47:26
We had J51.
1:47:29
So what we can provide tax exemptions and loans, and I think the missing part of that toolbox has really been the technical assistance.
1:47:37
For multifamily property owners.
1:47:42
You know, deputy commissioner Santiago, certainly, we put information out to property owners on the enforcement and compliance side annually, and there are some resources that are noted there, but there's not really the same kind of, like, you know, point person that you can call and say this is what I'm struggling with.
1:48:00
Can you help point me in the right direction in terms of, like, where I might be able to get help?
1:48:06
And we know that there are a lot of city agencies.
1:48:10
Many of them provide different forms of assistance, but navigating that can be very complicated.
1:48:16
So that is one of the things that we've been really focused on trying to improve.
Pierina Ana Sanchez
1:48:22
Thank you.
1:48:23
Yeah.
1:48:23
I I also hope we we get our we get our ducks in around J 51.
1:48:31
Yeah.
1:48:31
And I I just welcome that to be part of what is what is shared with the public, right, and what is shared in all of this outreach is the different programs and things available for residents to get out of rounds.
1:48:42
Right?
Gale Brewer
1:48:44
Okay.
