Council Member Pierina Ana Sanchez inquires about the collection of property owner contact information, specifically asking how many property owners have provided email addresses and cell phone numbers in addition to mailing addresses. HPD representatives explain their current process for collecting this information.

  • Property owners are required to submit an annual multiple dwelling law registration, which can include various contact methods.
  • Not all owners comply with the registration requirement or keep their information updated.
  • HPD faces challenges in enforcing information updates beyond imposing fines for non-registration.

So next just another another technical question.
1:48:59
So understanding that we're receiving property owner contact information from property owners.
1:49:06
How many and and if you can share agency by agency or if there's a collective response.
1:49:12
But how many property owners rate payers property taxpayers.
1:49:17
Do we have, you know, not just a mailing address, but also an email address and maybe a cell phone number?
Kim Darga
1:49:25
So I'm I can turn to my colleague, Stephanie Mishner, deputy commissioner Santiago in a second, but we do certain property owners in New York City have to submit an annual multiple dwelling law registration.
1:49:41
And as part of that, they can and should list a variety of contacts and ways in which that we can communicate with them.
1:49:52
However, not every owner complies with that requirement and updates the information, And there's not really a way for the city to know or to force that outside of imposing a fine for not paying for not registering.
1:50:10
Right?
1:50:10
So I think What is complicated sometimes is that even when there's a mechanism for a property owner to update information, not every owner does.
1:50:20
Right?
1:50:21
And and that's not just updating information, it could be putting your property management company listing them.
1:50:28
You know, if it's a HTC Cooperative, shareholders can add themselves as interested parties.
1:50:33
Right?
1:50:33
So there are variety of ways in which owners can I think it's a question of when, a, do they know that?
1:50:42
Right?
1:50:43
I think you could ask that question.
1:50:44
And b, do they do that?
1:50:46
And I think, you know, what we I certainly have seen is that owners that are not paying their bills, not addressing violations are often sometimes the same owners that are also not doing their annual registrations, not paying attention to other details.
1:51:04
So I'm gonna turn on to my colleague in case she has anything to add in terms of the annual registration on what is on there.
