Council Member Gale Brewer inquires about potential changes to the bill that could give property owners more opportunities to redeem their properties. Adam Roberts from the New York Apartment Association suggests several modifications:

  • Reduce the minimum number of properties from 500
  • Provide alternative ways to cure issues beyond just payments
  • Extend the timeframe for property tax arrears beyond one year
Gale Brewer

Mister Roberts, are there parts of the bill that could be changed so that owners would have more a chance to redeem whatever and to make changes to their property, blah blah blah.
3:06:44
What would you suggest?
Adam Roberts
3:06:46
Sure.
3:06:46
So that that's a good question.
3:06:49
I'd say making sure it's not a minimum of 500 properties, is really key.
3:06:54
Like, the AEP is nowhere near 500 properties.
3:06:57
And, you know, as HPD testified, this is drawing from a similar list of buildings.
3:07:03
Also, making sure that perhaps there's a way to cure that isn't just a payment because Almost all of these buildings are in the situation because the owner can't pay, whether that owner is one of our members or an HDFC.
3:07:17
So making sure there is some other way that you can cure and also perhaps being a little more lenient with more than just 1 year of property taxes that's not that long.
3:07:29
I mean, again, is HPT testified there's a lot of buildings.
3:07:32
So that those are a few places where there could be some changes.
Gale Brewer

Thank you.
