Council Member Sanchez asks about recommendations from the working group that didn't make it into the legislation. Salvatore D'Avola suggests improvements for program efficiency and implementation.
- Recommendation for a 'one-stop shop' approach for residents dealing with liens
- Concern about potential inefficiencies from legislating too many details
- Suggestion to transfer some details to rules and procedures rather than statutes for flexibility

Thank you.
2:39:30
That's super helpful.
2:39:32
And is there anything that you'd like to highlight that is missing from the working group's recommendations that didn't make it into the ledger solution?
Salvatore D’Avola
2:39:40
I think what's important is I think the efficiency is important.
2:39:46
People have complained about the fact that it's very confusing when there's the the the foreclosure happening, and and they have to go to Department of Finance.
2:39:53
To go to DEP.
2:39:55
Prior to round 10, residents who were in this situation, I think, used to only go to the Department of Finance, and they were able to address their water bill liens and their real estate liens.
2:40:10
And I think at some point between round 9 and round 10, which is basically from 2011 to 2018, I think there was a change where you had to go to both agencies.
2:40:19
I think you guys should really consider going back to like a one stop shop, which is really important.
2:40:25
I also think that and and I see it in the legislation here.
2:40:29
A lot of the upfront outreach efforts, I think, are great.
2:40:33
I do fear that with government, things aren't necessarily efficient.
2:40:38
And so the concern is legislating a lot of these things can make them inefficient.
2:40:47
Sometimes it's better to actually limit what's in the statute and maybe transfer it into the rules and the policies of procedures of the program, which I think then gives the flexibility, which I think you're seeking.
