Council Member Rita Joseph inquires about different cost models for student transportation and their impact on efficiency and budget predictability. Glenn Risbrook, Senior Executive Director for Student Transportation, provides details on the costs per student for general education ($26) and special education ($104) transportation.

  • General education busing is more efficient due to shorter routes within districts
  • Special education routes can be longer, traversing across the city and even into neighboring areas
  • The cost difference is attributed to the need for attendants and compliance with mandates for special education transportation

How do the different cost models and including daily route rate, reimbursement of costs per student, per day, impact overall efficiency, and budget predictability?
Glenn Risbrook
0:32:47
Well, the the actual cost, and I can go through that with you now that for general ed students, it's $26 per student.
0:32:55
For our special education students, it costs a $104 for student.
0:33:01
And and and, of course, that has to do with the need for attendance and also
Rita Joseph
0:33:04
Can you speak into the mic Oh,
Glenn Risbrook
0:33:05
I'm sorry.
Rita Joseph
0:33:06
That's alright.
Glenn Risbrook
0:33:06
The the the curb to school students bus routes 104 hours per student, and and that includes the attendant.
0:33:14
And and however, we have to comply with the mandate.
0:33:19
So that's why it costs more for our current school students.
0:33:22
But that does not oh, and also our general led students have different routing policy and transportation policy.
0:33:31
In other words, the generalized busing for the stop to school is strictly within district busing.
0:33:39
So the bus routes are naturally shorter in in length and time, occurred to school can traverse, as I said, in my testimony across the city, into upstate, into New Jersey, into into Long Island as well.
0:33:52
So those were also longer.
0:33:54
So if you're saying which is more efficient, then I would probably have to say the general aid, it would be.
0:33:59
Because it's industry, and it costs less the 2verse each student.
