Council Member Julie Won questions DOE officials about average travel times for students on school buses and raises concerns about the 60-minute benchmark for limited travel time accommodations.
- The average travel time for general education students is between 36-40 minutes.
- For students with IEPs on curb-to-school routing, exact times are difficult to determine due to constant changes.
- Council Member Won expresses concern that the 60-minute benchmark for limited travel time seems high compared to the average travel time for general education students.

And, again, can you state the average travel time for students in New York City on a school bus?
Glenn Risbrook
1:00:04
With the limited travel time out here.
Julie Won
1:00:06
Just overall, for all students, what does the average travel time on the school bus?
Glenn Risbrook
1:00:11
Again, to my previous answer, for our students that are in general, because our software does avail that, it's between 36:40 minutes.
1:00:20
For our students with IAPs that travel on curb to school routing, that's difficult to say because it's ever changing, and we don't have that stop by stop time.
Julie Won
1:00:31
Okay.
1:00:31
Because he just said that the benchmark that you're using is 60 minutes.
1:00:37
Correct?
John Hammer
1:00:37
For limited time travel recommendations, under 60 minutes, this would be the process.
1:00:42
That's right.
Julie Won
1:00:42
An average time even for general ed is 36 to 40 minutes.
1:00:46
So 60 minutes seems like the opposite benchmark that you should be using.
John Hammer
1:00:50
So limited time travel would be a recommendation for a student that requires specialized transportation, a student with an IEP that requires specialized transportation.
Julie Won
1:00:59
Yes, which is why you would think that the benchmark should be less than the general education time, not more than.
1:01:07
So are you looking to change that?
