Council Member Julie Won inquires about the process and timeline for obtaining limited travel time accommodations on school buses. DOE officials explain the steps involved, from submitting medical documentation to the final decision by the IEP team.

  • The process involves submitting medical documentation, review by the Office of School Health, and a decision by the IEP team.
  • The timeline for review is approximately 10 to 14 days.
  • Limited travel time accommodations are recommended only when necessary due to a student's medical or emotional condition.

Could you provide more clarity and transparency between the process of obtaining accommodations such as limited travel time on a bus or the need of a nurse on a bus?
0:57:27
What is the process and time line for receiving approval for a limited travel time?
0:57:30
And what is the process for students being assigned to a route after limited travel time has been approved because we get these requests all the time.
John Hammer
0:57:38
Yeah.
0:57:38
I'm happy to to walk through the process for the determination, and then I'll hand it over to my colleagues to talk through the assignment process.
0:57:44
So limit limitations on travel time are recommended only when the bus ride exceeding a particular time limitation would not be appropriate due to a student's medical or emotional condition or would substantially diminish that student's ability to learn.
0:58:00
Representative for the office of school health will review medical documentation that is submitted by the parent in advance of the IEP meeting.
0:58:09
And so families will work with their medical provider to submit a request for a medical accommodation form.
0:58:15
A HIPAA form, and any supporting documentation from the physician to help the office's school health to to make a determination.
0:58:24
As a school as the IEP team receives this information, it's it's handed off to our partners in OSH who then review that information.
0:58:31
They may conduct outreach to the to the students' medical professional or family to to ask any clarifying questions.
0:58:38
And again, this is this happens in advance of the IEP meeting.
0:58:42
OSH will then indicate to the IEP team their recommendation based on the documentation that has been submitted.
0:58:50
The IP team will then convene in the event that OSH disagrees with any of the recommendations that have been provided by the medical professional, OSH will attend that IEP meeting and speak to the IEP team and parents about about what they are seeing.
0:59:04
And then ultimately, that that the team will convene to decide around any limited limited time travel recommendation under 60 minutes.
0:59:12
So that is the process for under 60 minutes for limited time travel.
0:59:15
And once it is on the IEP, we then hand it off to our partners in OPT who can talk through the process of arrangement of those services.

So can you walk me through the timeline from the day that they provide a medical notice and HIPAA forms to when they are approved or disapproved for limited travel time, how long does that take?
Dr. Cheryl Lawrence
0:59:40
The approximate timeline for review is anywhere from 10 to 14 days.
0:59:44
In order for us to review if we have to get in touch with the provider or provide to provide us with a response, and then we notify the parent.
