The majority of this project area is shown here was zoned in its current designation of R5D with a C14 commercial overlay as part of the city sponsored Jamaica plan rezoning approved in September 2007.

The Jamaica plan was a comprehensive planning and rezoning strategy for a 368 block area designed to encourage the economic revitalization of downtown Jamaica, as well as encourage the provision of affordable housing.
