Rachel Scall outlines the numerous zoning changes and actions required for the Brooklyn Yards project, including rezoning, special permits, and text amendments. These changes are necessary to accommodate the unique nature of building over a rail cut and to create a contextual development.
- Rezoning from M1-1 and R5 to C4-5X and R6 with C2-4 commercial overlay
- Special permits for building over the rail cut and creating a large-scale general development
- Text amendments to expand the transit zone and map the site for MIH Option 1

Good afternoon.

My name is Rachel Skull.

I'm also with Cozen O'Connor, land use counsel for the applicant.

Next slide, please.

So the three blocks that we're talking about today are currently zoned m11andr5.
0:17:30
Next slide, next slide, please.
0:17:32
We are proposing about 14 actions, one of which is the rezoning you see here.
0:17:38
Page left, we're rezoning to a C45, and page right in R6, and a C2 for commercial overlay at 16th Avenue to book and the block.
0:17:46
Next slide, please.
0:17:51
Looks like we got a little out of order here, but this is just to show you the division between the 2 council Stricts.
0:17:57
Page left, that is Council member's Wong's district.
0:18:00
Page right, those two blocks are in Council member Jaeger's district.

Next slide, please.
0:18:04
Well

It looks like the slides got a little bit out of order, but I just wanted to briefly touch on.
0:18:17
We'd have a whole list of actions in, hopefully, in the hard copy that you have.
0:18:23
In addition to the rezoning that we just saw, there are a number of special permits required in order to make this development happen.
0:18:30
We have 3 different zoning lots, so that means one special permit for each zoning lot just to build the platform over the rail itself.
0:18:36
We are also developing these as a large scale general development.
0:18:39
And with that, seeking certain bulk waivers, and that allows us to create a contextual and efficient development on these very odd shaped zoning lots.
0:18:49
We are also seeking authorizations to waive enclosed parking requirements because we cannot build a seller above a railroad right of way.
0:18:57
And so in instead of enclosed bicycle parking, we have unenclosed bicycle parking.
0:19:02
We are looking at a special permit to reduce the number of parking spaces within the development overall.
0:19:08
We originally included 40 spaces in our proposal, but at the request of both community boards, we have upped that to 80 spaces.
0:19:15
And finally, we are looking at text amendments to expand the transit zone, to cover these sites, which are directly adjacent to the subway.
0:19:22
And also a text amendment to map the sites for NIH options 12.
0:19:27
Now I'm going to hand it over to Jay.
