CCR B consists of 13 members, 5 appointed by the city council, 1 from each borough, 5 appointed by the mayor, 1 appointed by the public advocate, and 3 members of law enforcement experienced designated by the police officer and appointed by the mayor.

The members designated by the police commissioner are the only members who have law enforcement experience, who may have law enforcement experience.

CCRB is a civilian staff responsible for conducting investigations of complaints received by the board.

CCRB's jurisdiction is limited to complaints claiming excessive force, abusive authority, discourtesy, or use of offense language.

Pursuant to rules established by the CCRB, the board operates in panels of at least three members.

CCRB's findings, recommendations, respect to a complaint, and the basis, therefore, must be submitted to the police commissioner.
