Council Member Keith Powers and Dr. Mohammad Khalid discuss the contentious issue of who should have the final say on police discipline: the Civilian Complaint Review Board (CCRB) or the Police Commissioner. They explore the current system and potential changes to improve its effectiveness.

  • Powers asks whether the final jurisdiction should remain with the Police Commissioner or move to the CCRB
  • Dr. Khalid suggests that as an independent agency, the CCRB should have more authority in disciplinary decisions
  • Khalid proposes revisiting the memorandum of understanding between the CCRB and NYPD to potentially give the CCRB more decision-making power

Thanks.

And I just wanted to think you were touching on this a little bit, but who do you think should have the final sale or discipline?
1:02:44
The CCRB or or should it like, should the CCRB a final when they make a recommendation to the police question, of course, there's protocols in place when they wanna lacer the penalty or as private explanation theory.
1:02:59
But do you think that final jurisdiction should stay with the police commissioner or should live within the CCRB itself?
Dr. Mohammad Khalid

I think in her to make a better judgment, It is my opinion that if this is an independent agency and making decisions on 33 or 34,000 police officer and CCRB spent all their resources and all their employees to work through this investigative process.

I think there should be revisiting the memo of understanding that certain cases, we should have the ability to if if we should have the ability to, as a CCRB, independent agency, should solve the those issues, or sometime we need to discuss with the NYPD.

So If the agency has the authority, I'm pretty sure it will be more effective.
1:03:57
But, again, I don't wanna take away the previous momentum of understanding they can be revisited and discussed furthermore.
1:04:09
That's what I think that
