Council Member Diana Ayala inquires about how the time limit policy affects the processing of new arrival applicants for domestic violence (DV) shelters. Officials explain the process and clarify the policies for new arrivals seeking DV shelter services.
- New arrivals in DHS-run facilities experiencing domestic violence can be offered a linkage to the DV shelter system
- There are three avenues for accessing the DV shelter system, including through the Safe Horizon hotline
- Efforts are being made to ensure migrants at risk of domestic violence are aware of their ability to find accommodations in the DV shelter system
- There is no difference in limitations for new arrivals compared to other individuals seeking DV shelter services
- New arrivals are eligible for the standard 90 days in emergency shelter with potential for two 45-day extensions

How does the time the time limit policy interfere with the way that we're processing those applicants.
Jennifer DeCarli
1:15:31
So I'm gonna defer to my to Rima to talk about, but we have had some direct connections into the DV shelter system.
1:15:37
So let Rima speak more about that.
Rima Rivera
1:15:41
Thank you, Jennifer.
1:15:42
So you're we're talking we're we're focusing on referrals from the FJCs to to the DB shelters for migrants.
1:15:53
Yes.
1:15:53
So access again to our DB system.
1:15:59
Really, there's there's 3 avenues, and one of them is for for migrants who are seeking shelter into our DV system would be making that connection through the safe provision hotline.
1:16:13
So we have been speaking to make sure we've been make we've been making sure that that messaging has been going out.
1:16:21
Right?
1:16:22
So we wanna make sure that migrants who are at risk of domestic violence, they are aware of being that they have the ability to Yeah.
1:16:34
Find accommodations in our DB shelter system.
1:16:38
So we make sure that they have information to for our nonresidential providers are in the community?
1:16:45
Should they not want to transfer or leave DHS or leave the community to go into DB shelter?
1:16:55
So, yeah, so we've been working on just making sure that information is is Oh, that
Diana Ayala
1:17:01
information is being shared at the Herx?
1:17:03
Yes.
1:17:03
Okay.
1:17:04
So if a person isn't in isn't a Herx, especially, you know, now that we have these 30, 60 day limits on time, at these facilities, and an individual wants to you know, that's in a herd, qualifies and wants to transfer to DHS DB emergency site.
1:17:26
Are they also restricted by the 30 and 60 day rule?
1:17:29
How does that impact their state?
1:17:32
So no
Jennifer DeCarli
1:17:33
so in our best practices document that we've developed and we've given to the Hurts, it says specifically that if there is a new arrival, a migrant in a DHS run facility and they are experiencing domestic violence, they can be offered a linkage to that line.
1:17:46
And I've emailed RemiliATE at night trying to get folks in because we wanna make sure that people understand that's a different system and that's system is available for migrants, and we've been able to connect people.
1:17:56
I think it was just getting messaging out at the hooks about that and making sure that people understood that that connection could be made.
1:18:02
Perfect.
Diana Ayala
1:18:02
Thank you.
John Rojas
1:18:03
And deputy speaker just wanna clarify, I think, if I heard you correctly, there is no difference in limitations for new arrivals from any other individuals seeking our services.
1:18:14
So there's no additional time limits placed on it.
1:18:18
So they would be eligible for the 90 days and the 2:45 day extensions if granted by the provider for the emergency shelter.
