Council Member Gutiérrez inquires about HRA's role in ensuring Community-Based Organizations (CBOs) providing DV shelter services have adequate funding and support. John Rojas and Rima Rivera explain the oversight process.
- Oversight is a joint process involving both city and state agencies
- State agencies (OTDA and OCFS) have primary oversight of tier 2 and emergency shelters, respectively
- HRA works collaboratively with state agencies but ultimate oversight lies with them
- HRA acts as a bridge between providers and state agencies, meeting regularly to clarify regulations and address service barriers

And then from HRA's perspective, how are you how is
Jennifer Gutiérrez
1:02:29
the agency able to ensure that the CBO is providing these services, have enough funding, have all the support, how often is that review that check-in.
1:02:39
I know deputy speaker Ayala and one of her initial questions asked, you know, that it's the amount of of folks needing assistance and housing is is pretty stable despite how they're entering the city system and how you're monitoring.
1:02:52
But How can you what can you share about ensuring that?
John Rojas
1:02:57
Sure.
1:02:58
I would say that's a joint process because although the administration contracts, the provider, the actual oversight of both the tier 2 and the emergency shelters are by state agencies.
1:03:09
So OTDA oversees our tier twos and OCFS oversees our emergency shelters.
1:03:14
So we are we work collaboratively with OTDA and OCFS respectively, but ultimately oversight is from these 2 state agencies.
1:03:22
So everything from monitoring the services to incidents.
1:03:26
So if an incident occurs, we may be made aware of, but the official process to report an incident has to go through the state process.
1:03:33
So it's a joint collaboration, I would say, But ultimately, our state partners are the ones who have the oversight, the license, including the licensure.
1:03:42
So to your question, we want to make sure that the rooms are safe, habitable, and meet standards and requirements for shelter.
1:03:52
And those licensures and those certifications are provided on by the state by each respective agency.
Rima Rivera
1:03:58
But I do wanna add that we work we have time.
1:04:04
We work closely with OCFS and our providers.
1:04:06
We kind of act as a bridge between providers and OCFS.
1:04:09
And we meet regularly with our providers to make sure that they understand the regulations.
1:04:15
Are there any barriers to service clarify any regulations that they may have questions on.
1:04:22
So although the state does have oversight and they're responsible for compliance, we we work very closely with OCFS and providers to make sure their services are routed in an efficient manner.
Jennifer Gutiérrez
1:04:35
Thank you.
1:04:37
Okay.
1:04:38
Sorry.
1:04:38
I have a couple more questions.
1:04:39
Thank you, Cheers.
