Council Member Diana Ayala inquires about plans to reinstate the streamlined process for transitioning DV survivors from HRA domestic violence shelters to DHS shelters:
- The administration is planning to reinstate the streamlined policy, which was paused in 2022
- Currently, a 'warm handoff' process is used, providing DHS with referral letters and information for safe placement
- There are no cost implications for resuming the streamlined process
- HRA is working with DHS to enhance the process, including improving reporting on clients transitioning from DV to DHS shelters
- The enhanced process aims to ensure safer and more efficient transitions for DV survivors needing to move to DHS shelters
Additional context:
- For DV survivors at PATH who don't enter DV shelters, HRA enters safety information into the DHS CARES system to help with appropriate placement
- This information includes safe areas for the client and details about the person who caused harm

The administration calls sees to streamline survivors from HRA domestic violence to DHL shelters in 2022.
0:38:54
Currently, survivors of children who are not eligible to be finding up a home or transfer to an HRA domestic violence tier 2 shelter must apply for shelter at DHL's intake center in the Bronx without a guaranteed placement and with a risk of being turned away.
