Council Member Diana Ayala inquires about plans to reinstate the streamlined process for transitioning DV survivors from HRA domestic violence shelters to DHS shelters:

  • The administration is planning to reinstate the streamlined policy, which was paused in 2022
  • Currently, a 'warm handoff' process is used, providing DHS with referral letters and information for safe placement
  • There are no cost implications for resuming the streamlined process
  • HRA is working with DHS to enhance the process, including improving reporting on clients transitioning from DV to DHS shelters
  • The enhanced process aims to ensure safer and more efficient transitions for DV survivors needing to move to DHS shelters

Additional context:

  • For DV survivors at PATH who don't enter DV shelters, HRA enters safety information into the DHS CARES system to help with appropriate placement
  • This information includes safe areas for the client and details about the person who caused harm

Currently, survivors of children who are not eligible to be finding up a home or transfer to an HRA domestic violence tier 2 shelter must apply for shelter at DHL's intake center in the Bronx without a guaranteed placement and with a risk of being turned away.
