Council Member Stevens inquires about the 8% increase in children entering foster care in fiscal year 2024, driven by destitute minor petitions. Stephanie Gendell provides specific numbers on the increase and discusses the possibility of including this data in future MMR reports.
- There was an increase from 52 to 121 placements of destitute children between fiscal years 2023 and 2024.
- The increase in destitute minors accounts for about one-third of the overall increase in children entering foster care.
- ACS will consider adding this data to future Mayor's Management Reports (MMR) pending consultation with their data team.

it.
2:46:09
Okay.
2:46:10
Thank you.
2:46:10
The number of children entering foster care rates rose 8% in fiscal school 2024, driven by an increase in teens entering care under Destitute minor position.
2:46:21
The growth is largely due to the increase of unaccompanied moms in New York with no family connection given the increase in Destitute minors in recent years.
2:46:28
With the agency considered including this number as an indicator in the MMR MMR moving forward?
Stephanie Gendell
2:46:35
So I'd have to double check on how you add something to the MMR as a factor.
2:46:41
I'm actually not totally sure.
2:46:43
I can just clarify a little bit about those numbers just so you have them.
2:46:47
In fiscal year 23, there were 52 placements of Dusty 2 children.
2:46:52
And in fiscal year 24, it was a 121, so an increase of about sick not about of 69 children.
2:47:00
The total increase of children entering foster care in those between those 2 years was 227.
2:47:08
So the increase in Destitute minors is about 1 third of the overall increase.
2:47:13
But I'd have to talk to the data team about how you add something to the MMR.
