Council Member Sanchez questions Deputy Commissioner Santiago about the estimate of buildings in New York City that use steam radiator systems. The discussion reveals the lack of precise data and the method used to arrive at the current estimate.
- HPD does not have exact data on the number of buildings using steam radiator systems
- Most older properties are believed to use steam radiator systems
- HPD estimates that around 100,000 buildings citywide could be affected by the proposed requirements
- This estimate is based on the total number of multiple dwellings in the city, which is approximately 160,000

So you mentioned that these requirements could affect more than a 100,000 buildings city wide.

Do my understanding is that we do not have good information about how many buildings in the city of New York are using a steam radiator systems, do we have that estimate?
AnnMarie Santiago
0:30:31
Oh, no.
0:30:31
That's correct.
0:30:33
We don't have an idea of the exact buildings that have these systems.
0:30:38
But in consultation with the Department of Buildings, it is my understanding that most older properties do.
0:30:43
Obviously, that was the the system in use at that time.
0:30:47
I know we are looking to try and help buildings convert over to other types of heating systems moving forward, and I think we want to focus our efforts on allowing property owners to focus on that conversion.

And so how did you arrive at the estimate of 100,000 building citywide?
AnnMarie Santiago
0:31:04
So we looked at just the number of properties that we have.
0:31:08
So we have approximately, I would say, about 160,000 multiple dwellings in the city, maybe a little bit more.
0:31:18
And so we would consider that a fair amount of those still have seam systems.
