Council Member Pierina Ana Sanchez inquires about the existing provisions for notifying the Department of Buildings when a building does not have gas piping. DOB representatives explain the process, which includes online portal notifications and utility company verification.
- Property owners, architects, engineers, and plumbers can notify DOB through an online portal
- Utility companies can provide disconnection letters to verify the absence of gas service
- The process aims to avoid unnecessary physical inspections in buildings without gas piping

Next question is regarding periodic inspection of gas piping systems.
0:50:29
Where you highlight in 28 dash 318.1 that there are already provisions in the law form forming the department when you don't have gas piping in the building.
0:50:41
What are those existing provisions?
Constadino 'Gus' Sirakis
0:50:45
Yes.
0:50:46
So the existing provisions, I believe, are in the rule in one of itself as well as through our online portal, Tara.
0:51:01
Correct me here if I'm wrong, but through through our online portal, property owners, architects engineers, and boiler excuse me.
0:51:11
Plumbers can give us notification that there is no gas service to this building through documentation that's such as utility notices, things of that nature that wouldn't necessitate an in a physical inspection be performed to the building.
Pierina Ana Sanchez
0:51:29
Is there anything else?
0:51:30
Because a utility bill can tell you that gas isn't in use, but it doesn't tell you that it's not, that there aren't gas pipes present.
0:51:37
Right?
Tarek Khalil
0:51:38
Yes.
0:51:38
So I'll just explain on that.
0:51:40
So when it comes to situations we have no gas piping scenarios.
0:51:44
Those scenarios could be, for example, of building that when fully electric, for example.
0:51:49
Right?
0:51:49
In that scenario, the piping from the main from the street, the main gas piping to the building itself is no longer in service.
0:52:00
They may have actually disconnected the piping service piping to the building itself.
0:52:06
So in that scenario, if you do some coordination with the utility company, for example, they could, for example, verify for you that that service was actually indeed disconnected.
0:52:17
And then then what they would do is they they would furnish a disconnection letter just verifying that the service was actually disconnected.
0:52:25
So just to kind of give you, like, a a practical insight.
Pierina Ana Sanchez
0:52:29
And who is who is authorized to provide such a disconnect or to, like, author such a disconnection letter?
Tarek Khalil
0:52:35
So utilities.
0:52:37
Utility companies, they they have that authority.
0:52:39
They can give that disconnection letter to the owner.
