Council Member Sanchez questions the qualifications of HPD inspectors and explores the requirements for steam radiator inspections. The discussion reveals gaps in the current system and lack of specific qualifications for radiator inspections.

  • HPD inspectors have general construction backgrounds but are not licensed master plumbers
  • There's no specific requirement for licensed master plumbers to conduct radiator inspections
  • The city lacks a clear system for radiator inspections similar to lead-based paint inspections
  • There's no defined qualification for follow-up inspections or repairs of radiator issues

What are the qualifications of HPD inspectors that look at radiators?
AnnMarie Santiago
0:38:05
HPD inspectors, all HPD inspectors can look at radiators, and they're all every inspector's general background is construction.

Whether that's plumbing or electrical or general construction.

Would you requiring that steam radiator inspections be conducted by licensed master plumbers present any challenges to the city?
AnnMarie Santiago
0:38:33
That requirement is on the property owner.
0:38:36
However, in what I would consider to be a very similar scenario, 4 lead based paint, the first inspection, the initial inspection of the apartment, is a visual inspection that can be done by the property owner or someone under the property owner's employee.
0:38:57
Once a visual inspection results in a finding that there is peeling paint in that case, that's when you call in a professional.

Person to come and make a more detailed assessment.
Pierina Ana Sanchez

And I'm sorry, what are the the person who comes next to make the more detailed assessment what should their qualifications be?
AnnMarie Santiago
0:39:20
For lead based paint, they need to be an EPA certified inspector.

What about in relationship to radiators?
AnnMarie Santiago
0:39:29
As far as I know and I will defer to my colleagues, I don't believe that there is this similar situation where there's a requirement for visual inspection, and then anything happens.
0:39:42
I'm not exactly I don't know how property owners usually address this issue.
