So this is this is clearly an issue.
4:33:01
I've heard it from council member Lee, council member Holden, you, council member, and others, that, you know, the city's issues related to coastal flooding, storm water flooding are significant, and in many places pervasive, that is that is an important issue.
4:33:20
And I I don't I don't mean to minimize that issue as I sit here.
4:33:24
We also have another issue at play here, which is we need to be able to create housing, to be able to address our affordability crisis and our housing scarcity challenge in New York.
4:33:36
So we need to deal with both.
4:33:38
We need to deal with both.
4:33:39
We need to make sure that our city capital agencies are at the table to address the specific needs and specific communities, make sure that they are addressing what are known problems, while also enabling something to have been over 15 years or 30 years or 60 years in New York City in ways that we have not done before to accommodate growth, to deal with the fact that people are struggling today, lower costs, address our challenges of segregation, gentrification, displacement, the price of rents.
4:34:10
We need to act on this at the same time that we are dealing with those infrastructure issues.
4:34:14
And again, I want to be very clear that I'm not minimizing those.
4:34:16
I think they're really important.
4:34:18
And also deserve our full attention.
