Daniel Garodnick, Chair of the NYC City Planning Commission, responds to Council Member Brooks-Powers' questions about homeownership opportunities in the City of Yes proposal. He outlines how the text amendment supports homeownership through various measures.

  • Explains that the proposal creates opportunities for affordable homeownership through HPD and non-profit organizations
  • Highlights the potential for non-subsidized, non-programmatic homeownership due to changes in building size regulations
  • Mentions efforts to resolve conflicts between HPD's term sheets and zoning that have impeded affordable homeownership
  • Addresses climate risk concerns, noting efforts to limit the program's applicability in vulnerable areas

Well, I took good notes.
3:03:54
So first of all, on on home ownership, we share this goal, and we think that this is the text amendment to support home ownership because it creates opportunities.
3:04:02
It creates opportunities for HPDs, affordable homeownership.
3:04:05
It creates opportunities for not for profit organizations.
3:04:08
It creates opportunities for non subsidized, non programmatic homeownership because of the size.
3:04:15
Of the buildings that we would be enabling.
3:04:16
So we think this is an important opportunity.
3:04:19
We're also looking to clear out rules that conflict between HPD's term sheets and zoning, which have impeded our ability to actually deliver affordable home ownership over time.
3:04:29
By creating a real chance to get a 2 family home and a 2 family district.
3:04:34
We think that we're getting a, you know, real real root toward homeownership.
3:04:39
So there are a variety of component parts of this proposal, which are designed to create more opportunities.
3:04:45
And that of course includes homeownership in a way that has been declining over time based on past downzoning that the city has undertaken.
3:04:53
As it relates to infrastructure and I perceive that is really a question general and also related to ADUs.
3:05:00
From you council member.
3:05:03
You know, it is it is correct to note that there are certain neighborhoods, including yours that are particularly vulnerable to climate risk.
3:05:10
We made efforts to limit the the applicability of this program to areas that are at particular risk.
3:05:18
We should continue that conversation with you and your colleagues as to whether we got that right through this process.
