Chair Garodnick responds to Council Member Hanks' concerns about Staten Island's contribution to affordable housing creation. He explains the proposal's approach to enabling housing development in various parts of Staten Island.
- Garodnick acknowledges the desire to enable some amount of affordable housing creation on Staten Island
- He mentions transit-oriented development, town center zoning, and commercial overlays as potential areas for modest multifamily apartment buildings
- Garodnick argues that their approach is more nuanced ('scalpel') than blanket, citing the specific mapping of affected areas based on transit access
- The discussion highlights the tension between borough-specific needs and citywide housing goals

Well, I I appreciate the the point that you you believe that Staten Island is not doing its part as it relates to affordable housing creation.
2:26:50
I would only respond by saying that we would like to enable some amount of housing creation on affordable on Staten Island.
2:26:57
We do it through our transit oriented development proposal.
2:27:00
We just cited also through our town center zoning.
2:27:03
Obviously, there are commercial overlays in Staten Island where it would be appropriate for us to allow for a modest multifamily apartment building.
2:27:12
And, yes, and the the flavor of every neighborhood should be part of the solution to our housing crisis.
2:27:20
We think that your points are a good one here, a good ones.
2:27:23
I would just note that rather than it being a blanket We actually think that we've gotten the scalpel here, which is why you see the maps the way they are and why you see certain areas of Staten Island affected in different ways because of their access to transit, but we really do appreciate your point about production.
