The city published its housing and vacancy survey and tau to 1.4 percent vacancy rate as a clear indicator of the housing crisis.

But as we know oh, as a bigger problem is that a lot of these vacant units are held off market and either being kept off market because the landlords don't want to or because they're being bought off immediately as financial investments or aren't just aren't occupied.
